Pastoralism is the major economic activity in Somali and Afar regions and it occupies the majority land area of Eastern Ethiopia which is predominantly arid and semi-arid and supports millions of pastoral households in the two regions. Pastoralism is a way of life for people who derive most of their income from livestock production. It is the foundation of people's livelihood in Somali and Afar regions.
However, most of the extension agents who are working in the regions are not adequately trained on pastoral issues. It is realized that the existing training curriculum in Ethiopia is weak on pastoral-oriented issues.

Having recognized that the current mid-career curriculum is weak on pastoral issues, SAFE engaged with Samara University, which is located in one of the pastoral regions of Ethiopia, Afar Region.

Samara University is one of the recently established public universities in Ethiopia. It was established in 2007/2008 academic year with three faculties, one of which is Faculty of Dryland Agriculture.

Samara University in Afar Region and Jigjiga University in Somali Region have jointly produced a pastoral value chain-oriented curriculum so as to produce well-trained train agricultural extension staff that can work to improve the livelihoods of pastoralists.

The actual process of developing the curriculum involved: visiting the universities and discussing the inadequacies of the current curriculum; forming task teams from the two universities; task team meeting to design needs assessment tools and agreeing on a survey plan; conducting the survey and writing the survey report; task team meeting to design the curriculum; curriculum validation workshop involving representatives from the two regional governments, Federal Ministry of Agriculture and the two universities.

Having approved the new pastoral oriented curriculum, the university admitted the first batch of 33 students (26 males and 7 females) in 2016. Samara University launched the mid-career program in 2016 academic year using its own resources to redress the situation.

An additional outcome of this process was the creation of awareness at Federal level of the inadequacy of current curricula at diploma colleges which are run by the Ministry of Agriculture. The Ministry has expressed an interest in also reviewing the curricula of diploma colleges in pastoral areas.
